go to run type gpedit.msc
user configuration \administrative template \start menu and taskbar
left side remove all program list from the start menu
2nd method

Value Name: NoStartMenuMorePrograms
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = default, 1 = disable button)
